- has celebrated a contract with Mr

Henry Meiggs for the introduction into Peru of 5000 Chinese Colonists to be brought freely from the English Colony of Hongkong. As M. Armero's project tends to benefit the country & it contains all possible guarantees & convenient securities in favor of the Colonist, as he himself will explain to you, it is just to recommend him to your consideration

in order that you may kindly favor him with a letter to the Govr of that English

that no obstacles be

opposed to his undertaking.
